Yes. Premises in respect of which a club premises certificate (within the meaning of section 60 of the Licensing Act 2003, see link below) has effect are explicitly covered by the Health Bill and cannot be exempted. http://www.opsi.gov.uk/acts/acts2003/30017–e.
