YES the new National Qualifications Awards system that came into place in January 2006 is binding on all state agencies. In a letter to the National Counselling Institute dated June 14th 2006 the Health Executive commented on this matter stating members of the National Counselling Institute of Ireland can compete for posts on an equal footing to other candidates. As with all other state agencies graduates of NCII can, and have taken up positions within these organisations.
