No. The Federal Council explained in its response to the Berberat Interpellation of 4 October 2007 (in German, French or Italian) that the ordinance is ancillary to the amendment act. The act is currently being revised as part of the legislative amendment project “Swissness”. Conforming the ordinance is impossible as long as the legislative basis is not yet fixed.
