Sounds like the right thing to do. If they are on extended Visa’s and have not applied for citizenship abroad, then they should have the right to vote in their own country, whether they be abroad or not. If they have applied for citizenship abroad and it hasn’t been approved yet, then they should be able to vote in the country they are a current registered citizen of. Once their citizenship is approved abroad their status in their prior country should be solely for visits. Currently in America and the UK, dual- citizenship is possible and is therefore legal to vote in each country. Hopefully, the laws governing dual citizenship in each country are about to change dramatically. One can have their cake and eat it too, but one should be allowed to vote in only the country they reside the most in. Voting is a privileged right and should never be abused. The responsibility of voting is often misunderstood.
