Yes. To subscribe to the Canada eCommerce subscription, you must also have a U.S. personal website subscription (assuming you are a U.S.-based Consultant). The U.S. personal website fee ($10 per month) and the Canada eCommerce fee ($5 per month) will be independent of each other.
