Will taking 6 billion from the budget cause a double-dip recession?

Let’s think about the flow of money. The 6 billion isn’t literally leaving the economy. If the government isn’t spending it, it’s saving it. Now, I know England is having some kind of debt problems, although it’s not as bad as the other European countries, but I think it would do well to cut expenses because the richer a country is, the more sustainable it will be in the long run.
