of course but I wouldn’t recommend mixing without proper equipment and installing without proper equipment. Silica is dangerous and if you breath it in you can get silicosis(read about it)http://en.wikipedia.org/wiki/Silicosis what do you mean it does not bind. Silica sand will bind to any material on earth some do need special treatment but not plaster. I think what is happening here is that color or some kind of finish is been trying to be accomplished here. The reason is not manufacturer already is because of silicosis and the amount of work that would go into making sure the installation of the material is safe. Do remember that plaster does need to be sanded or when it dries it still has some dust particles and in those dust particles silica would still be present so, don’t be saying that it wont bind.
