Management will be trying to sort the mail and Special delivery will get priority but it wont be guaranteed to be there before a certain time. I would think 90% of specials will get there on the same day but it will be completely hit and miss I’m afraid.

The Royal mail website said that the have plans for Special delivery and they should deliver on the day if not in time. The guarantee that they will deliver on time will return after the strikes.
