It depends if they’ve irradiated the oxygen or not. Aside from that, what you’re looking to do can also be done via filtration (especially in the case of plutonium, which is an extremely heavy metal). Distillation would also work nicely to remove other compounds from water. Distillation is not a fast process however. I’ve never heard of plutonium found in water unless it was put there. It doesn’t travel through the air very easily at all. In most cases, radioactive iodine is what’s found naturally and through manmade disasters as it travels much easier than the other two. Again, plutonium isn’t going to travel very far at all from it’s source.
