I am walking proof of a “no” on that one. Not all ethnicities are covered under anti-discrimination policies. Those that are not are not, in any way, protected. Also, anti-discrimination policies are not going to cover all sorts of discrimination, even against the ethnicities they are geared to protect. They are very specific and ONLY address those issues. Furthermore, landlords and employers can use another reason to fire or not rent to a minority person. They just make up something not related to the person’s ethnicity or make the job impossible to do then say that the person is not a good enough employee. They can come up with tons of excuses to not rent to the minority person. As far as the law, there is no way to really prove that the law is acting in a discriminatory fashion unless they say things like they are harassing you because you “look like a Gypsy” (that was actually said to a friend of mine and, despite reporting it, it did not stop).
