Will programs continue to run in Standby mode on a computer?
Stand-by mode is a hardware mode. The operating system must usually save its current state before the computer goes into stand-by. Programs cannot run, because, by definition, programs change state in order to do anything useful. Furthermore, useful programs need to perform I/O (input/output) with other components and sub-systems, such as memory and hard drives. Since those sub-systems are in stand-by, useful programs would have nothing to do.
