Will Pastoral Legislation Disempower Pastoralists in the Sahel ?

The report considers the adoption of technocratic and development-oriented systems to replace customary systems managing pastoral lands. It concludes that such a bureaucratic and sectoral approach to natural resource management would undermine the pastoral livelihoods.
