Yes. A floppy disk with the MS-DOS boot files will boot any PC. I’ve found a software long ago which promised to boot DOS from a CD. But I have no idea where to find it anymore and it didn’t seem to work properly. The best thing to do now is booting DOS from a flash memory stick (pendrive) if you want to do it.
