The loss of use provision of the homeowners policy only applies when a covered peril causes the property uninhabitable. It does not apply just because you have not found a tenant. As far as I know, there is no insurance policy that will pay you just because you have not found a tenant. If such a product were available then landlords would never have any incentive to rent their properties out. Why put a tenant in there – incur possible damage, wear and tear to collect rent when you can just leave it empty – not have the damage/wear/tear and still collect rent.
