Will landlords be penalised if antisocial behaviour continues or intensifies following their intervention?
Landlords are not being asked to resolve antisocial behaviour, but to make a reasonable engagement with the tenant to address it should it arise. There is no expectation that the landlord will be punished if normal management actions are taken and the antisocial behaviour continues. The landlord in such a situation will have fulfilled his or her obligations. The local authority has additional powers to address the antisocial behaviour directly.
