Will jogging/Running uphill on treadmill increase the size of calves and upper legs?

It will to a certain extent, esp if your calves and thighs are under size now but running will mostly tone those muscles.Exercising with weights will increase the muscle size quicker and larger, e.g. squats, calve raises, leg curls on the machine, leg extensions on machine, holding dumbbells in each hand and doing the duck walk, farmers walk, stiff legged dead lifts, lunges, etc etc.
