Hydrogen peroxide could theoretically kill mosquito larvae, but it would take quite a strong solution. Hydrogen peroxide spontaneously breaks down into water with dissolved oxygen, which is harmless to mosquito larvae. A 3% solution would be diluted further by pouring it into puddles or containers of standing water. Say you have about a gallon of standing water in a puddle. If you add a quart of 3% solution (which is a lot), the resulting one and a quarter gallon of liquid would have about 0.6% peroxide. That percentage would drop even further, because simply pouring the peroxide solution will cause some of the peroxide to decompose into water and oxygen. I don’t know exactly how much peroxide is required to kill mosquito larvae, but I am certain that a 0.6% solution will not do it.
