“Refarming” in the context of 3G mobile communications relates to the use of spectrum that is currently licensed for use with equipment complying with GSM 900 or GSM 1800 standards, with equipment complying with a 3G standard. UK mobile operators are currently only licensed to provide 3G services in the spectrum bands designated in their WT Act 3G licences. . The additional spectrum for 3G identified by WRC-2000 (The World Radiocommunication Conference) in May 2000 includes spectrum presently used for 2G in the UK and across Europe. To enable refarming in Europe, the UK would expect that an ERC decision would be developed providing for 3G use of the 900 MHz and 1800 MHz bands before they could be so used, to ensure that refarming takes place within the framework of European spectrum management.
