at some level it would become because if every information on individuals are part of a database that the investigating authorities have access to, it will become completely computerized, but such databses do not exist in all countries equally, so there will always be those who are not in any database. even if there were to be databse where everything about every individual is known, human intervention will need to reconnect the dots. computers help speed up the processes and store massive information and programs help in retriving them but not without human judgement to assess the motives of a crime.
