Administrative Services Director Lee Tuneberg presented the staff report. He explained that the need for this increase had been identified during the budget process and in the provided Council Communication. Rising costs in all areas and in some cases a reduction in sales impact bottom line, ending fund balances and the ability to cover overhead. This is particularly true in the water fund where there is infrastructure, debt service and overhead. The staff report indicated both revenues and expenses for the different utilities. In the budget process, three to five percent rate increases for these utilities had been identified. Staff recommended a three percent increase in the transportation fee, the wastewater fee; an increase from five percent to ten percent for the stormwater fee, and to use a range of adjustments in the water fee in order to provide for a conservation incentive. Estimated impact on a monthly basis from these rates is estimated at $.23 more for a single family dwelli
