And even then it would only be a matter of “overriding” the Parliamentarian if the Parliamentarian has done something to override. Which, contrary to what has been in the media, is far from settled. What we’re dealing with here is a rather abstruse matter of political machination. The basic plan is to pass the Senate bill, as written, then fix parts of it via budget reconciliation. This is not passing the bill itself via reconcilation; it’s the House confirming the bill that already passed the Senate with 60 votes. The problem is that they don’t want to pass precisely the Senate bill. They want to tweak it, and wouldn’t vote for the Senate bill if they weren’t guaranteed the passage of the tweaks as well.
