1) Fan RPM has very little to do with heat sink performance. A faster fan will move more air with a lower RPM. A more efficient heat sink will run at a lower temperature with the same amount of air. 2) Heat sinks must be compatible with the particular CPU, not just the socket. Some CPUs generate more heat than some heat sinks can remove at a reasonable temperature, even if they can safely handle other CPUs that fit that same socket. Note: Attaching a heat sink to a CPU must be done exactly right. A slight mistake can make a *huge* difference.
