A. No. Pursuant to requirements in Florida Statutes, a parcel of land that is being considered for surplus must first be offered to state agencies prior to being designated as surplus. It must then be offered for purchase to the local government and then to the local municipality where the property is located, prior to being offered for sale or bid to the general public. An adjoining property owner does not receive priority over anyone else who may be interested.
