No, only those chemical substances produced or imported in volumes of 1 tonne or more per year, per manufacturer/importer, have to be registered in REACH. The number to be evaluated will depend on the concerns of the Member States’ authorities but the White Paper predicted that around 20% of substances would go through this process. Up to 1500 substances of very high concern will be subject to authorisation. Approximately 40,000 intermediates will also need to be registered although for most of them the registration requirements will be significantly lighter than for other substances.
