Not sure exactly what constitutes a lifeguard qualification but you should be able to work with it anywhere in the EU. If you have a qualification which is sufficient for you to work in a certain capacity in the UK you should be able to use it in France or in Italy, Spain etc. To reject you on the basis of where your qualifications would be dangerous for an employer- they would really have to justify it on the grounds that there is something that you were not qualified to do. There is a good deal of EU legislation on this free movement of labour. Obviously this kind of thing is trickier to enforce sometimes and with a smaller employer in particular they may not be too concerned with legal enforceability of your right to work (as with some small employers in the UK!) but if you applied for something like a municipal council (or the French equivalent) then I think they would be obliged to consider you.
