Will a plant(frangipani) ordered from malaysia through ebay get through customs?
Without knowing what country you are in it is difficult to answer because different countries have different import restrictions. For example, in Australia where I am, I could try and import some papaya seeds from Indonesia and the exporter could have all sorts of phytosanitary stickers on his product, but the Australian Quarantine and Inspection Service would put them through the required processes set down in Australian law for papaya seed and only then would I be able to have them. Incidently, in the case of papaya, the seed treatment in Australia results in the death of the seed so its pointless to import them anyway. Unless you are in a third world country, your customs service is likely to confiscate them and put them through whatever procedures they have set down for that species. Often this will involve just growing the thing in quarantine for a set period of time to eliminate the risk of plant and soil borne diseases plus a pesticide application program to kill any insect pest
