A Justice of the Peace is usually the person that will marry you legally while not at the courthouse. A Judge is usually the person that would marry you AT the courthouse. I was married by a JOP and it wasn’t at a courthouse – he has a little chapel next to his home in Virginia. SO, yes they can marry you outside the courthouse, but you need to find one that can do it. I suggest you google your city + “Justice of the Peace” or your city + “wedding officiant”.
