Building permits will not be issued for any building expansion in excess of 500 square feet or for the construction of any new building, regardless of square footage, on a vacant piece of property until a subdivision plat has been approved by the Planning and Zoning Commission and has been filed with the proper County Clerk, unless the parcel or tract had a deed recorded prior to May 4, 1953.
