Yes, just use the tool to convert the BMP to a JPG or GIF. If you already have the file open in IrfanView, open the File menu and select Save as, and select the file type you want from the drop-down list. IrfanView will take care of the conversion from there. For a JPG, you can reduce the bandwidth required for the image by using the controls in the Options dialog in the File->Save menu: Moving the slider to the left will increase the graininess of the picture, but will reduce the size in bytes (not the size in pixels). Interlacing a GIF will also reduce the size slightly. Experiment with the settings to find one that is acceptable to you.
