In general a splitter will not (good quality), however the additional length of added cable will degrade the signal strength to each connection. RG cables and the connection they provide are based on over all length.

Yes, each of the four outputs will be weaker by about 7db than the input signal. It depends on how good your cable signal is to begin with as to whether it will cause a noticeable degradation in the picture quality.
