First of all, it means that it sends 20 watts rms to each speaker. In regards to the minimum rms, it’s about as meaningful as the peak rms…aka not meaningful at all. All that is is a guesstimate of about where the optimum level starts for the speaks (the level where your speakers really start doing what you paid for them to do). They’ll work fine with the stereo head you have now, and will sound better than the stock speaks, but not by much with that low of wattage being put to them. In order to really utilize your speakers and get your moneys worth, get a 4-channel amplifier rated at around the same wattage as your speakers (paying attention only to continuous/nominal RMS wattage when comparing to match to your speakers) but don’t go over what your speakers are rated cuz that’ll risk blowing them. …but to answer your original question, yes it’ll work.
