Why would venture capital-backed firms want to apply for SBIR/STTR grants?

There is an on-going debate between small businesses and venture capitalists about SBIR funding. However, given that venture capital syndicates can easily provide $10-20 million dollar per financing round, I’m guessing that they probably don’t want their key scientists to spend the time to get an SBIR grant that is at most $1 million in total (Phase 1 & 2).
