For the moon to be full, and low down on the horizon, when it’s dusk in your part of the world, it has to be Northern Hemisphere autumn (imagine the alignment of sun, Earth and moon – the moon has to be on the opposite side of the Earth from the sun, so we see it lit full-on when we look at it, and we have to be on the ‘edge’ of the Earth, as seen from the sun, in order for it to be just getting dark where we are). When the moon is low like that, it appears redder for the same reason that the sun appears red when it’s setting. I think that’s why you have this ‘harvest moon’ effect.
