Why would the Forest Service withhold records?

Only two reasons will prevent you from receiving records you’ve requested from the Forest Service. One of the nine exemptions applies. Or they don’t exist: they were never created or they have been destroyed in accordance with Forest Service Records Management Handbook direction. If the Forest Service is unable to provide you with the records you’ve asked for, they will notify you in writing.
