Why would South/Central America, and more specifically Mexico, participate in such activities?
South and Central America have always had problems with Socialist leaning governments. Despite the end of the Cold War, this problem has only gotten worse with many Socialist/Leftist leaders coming to power just recently. Like Russia and China, they too want to see the US fall from its number one position in the world even though they know that they themselves will never attain that position. It comes back to the whole top dog premise, everyone wants to take you down. A big party to this South/Central American resentment is Mexico. Since 1848 when the Treaty of Guadeloupe Hidalgo was signed and US claims to the Southwest were recognized by Mexico, this resentment has been festering. Today, according to a Zogby poll taken in 2002, nearly 60% of Mexicans feel that the Southwestern US is their land that was stolen by the United States.
