The quarterfinalists are the top 5% of the submitted short stories. Five percent of 100 is 5 stories. The semifinalists are the top 1%. One percent of 100 is 1. This means that in a year with around 100 entries, the one semifinalist will be the only winner. As the entry number grows in time, so will the semifinalists and the winners (up to three).
