Why would radio waves be emitted in neutron stars and not other wavelengths?

Other wavelengths are emitted- however the overlying stellar matter may be opaque to many of them. We do observe other wavelengths from neutron stars: for instance, the Crab pulsar can be seen in x-rays, as in the image I showed.
