This would only occur if a Funding Filter is applied to a report. For example, lets say a VAWA grant pays for 33% of a staff persons service time. When a Standard Service Report is generated with a VAWA filter, only 33% of this staff persons time will be displayed, or .33 hours for every hour of service this person provided.
