To limit the number of suspects to those who would have the strength to pull the trigger. That could eliminate small children, people with certain physical disabilities, or other possibilities. Or then again just to justify the expense of the nifty new computerized testing equipment or the hiring of the hot new computerized testing equipment thechnician.
