Why won Windows XP sp1 allow any changes to virtual memory (pagefile)?

No matter what I do to try to change the amount of virtual memory (the size of the pagefile.sys) of the location (which hard drive), Windows XP sp1 will not allow the change. I mean you change it & set it & the applet shows & records the changes but when you actually check the pagefile size manually it always shows 1.5 times your actual physical memory on C (system root) Drive.
