Why won regressions from versions of Java SE earlier than J2SE 5.0 count for the contest?

We need to establish a reference implementation from which backward compatibility will be measured. While we know that many customers are not yet using J2SE 5.0, we believe it is most sensible to focus on version to version compatibility, and so we are establishing Tiger as the reference implementation for this contest.
