Make sure oil level is correct, the vacuum pump relies on that to perform. I would check every vacuum line for leaks as this was very common on the Frontera. The later vacuum line system was altered to plastic pipes to try and cure this. If you are convinced that every pipe is good, they go to the correct positions on the solenoids and that all solenoids are ok, check the swirl chamber in the inlet manifold is free and can be moved easily (small lever on end of swirl chamber) and the EGR valve is not seized/worn out. There is a fair few things that can go wrong with the vacuum system on these especially if someone else has been messing with it. If all is good, try a mass air flow meter. This will also give these symptoms.
