Why won congress enact more legislation for re-cycling /seperating waste materials (paper-glass-plastic)?

Congress won’t enact more legislation to protect the country we all share because Congress, like the Presidency, is ruled by special interest groups with large piles of money. Until the American people can demonstrate that: a) there is money to be made in recycling and environmental preservation, and b) that we are fed up with the lack of leadership and unwillingness to make the hard decisions for the common good, our elected leaders will never enact or enforce meaningful legislation.
