Why will Westminster not fund the full cost of care in England?
The Department of Health has said that means testing personal care ensures funding goes to those most in need. It says seven out of 10 older people now get some or all of their personal care costs paid for by the state. The commission put the cost of covering all the care costs of older people throughout the UK at £9.1bn a year, which ministers in Westminster considered an excessive amount. Instead, they decided to spend a similar sum on better intermediate care to help people leave hospital as soon as they did not require continuous treatment.
