Why will the top-up be triggered by primary diagnosis, when it was suggested in the ‘road test’ of the tariff that all diagnoses could trigger the top-up ?
A. Following feedback from the road test exercise, the issue of how to appropriately and fairly reward specialist services was looked at again. As part of this process, the codes that trigger specialist top-ups were looked at in detail. It was decided that reverting to triggering top-ups by primary diagnosis only did identify specialist services more appropriately, in conjunction with the changes to the list of eligible providers.
