Why when migrating a scaffolded Site, why aren access rights migrated?

• Only “assigned” access rights are being migrated, and not the “effective” access rights. What that means is that if an asset inherits access right from a parent and doesn’t have any access rights assigned directly, then after being migrated, it will be inheriting the access rights from its new parent. If you were to create a new scaffold, then go to the administration area assets and for each asset go to “Access” tab and hit “Submit” button without modifying anything, each asset would get the access rights “assigned” and at that point they would be preserved during Site migration. Keep in mind that root Containers start with no access rights in Site migration.
