Why when i make homemade pizza the dough always is soggy?

I don’t have a pizza stone, so what I do is put the dough on a pizza pan, coat the dough with olive oil before adding any toppings, then top it and put on the bottom rack of a preheated 450 to 500 degree oven for 10 to 15 minutes. It has to be close to the heat source for it to brown on the bottom.
