Why weren chemical/biological weapons used extensively in the European theater of WW2?

Hitler was certainly a madman, but he was also a patriot. He did not want to see Germans massacred. Chemical warfare evolved a lot since World War I, when chemicals like mustard gas were used in the trenches against soldiers. There were now nerve agents, which cause a very horrific death. And in the case of chemical warfare, it would have also been heavily deployed against cities and civilians. It would have been like starting a nuclear war. Both the Allies and the Axis had huge stockpiles of chemicals and had the ability to hit each others’ cities. Neither side wanted to be the one to start it. If Hitler had used chemical weapons against the Allies there would have been retaliation, and it would have made the deadliest war in history even more horrific. Also, Hitler was wounded by mustard gas in World War I, so… was it something personal as well?
