• The rules were promulgated to provide a consistent and equitable system for participants. The quality accreditation is already a statute and requires promulgation of rules. Since Better Beginnings (QRIS) becomes the “replacement of Quality Approval,” then promulgation was necessary. Both Quality Approval (which will be phased out on June 30, 2010) and the new Better Beginnings are voluntary/optional programs.
