Why wasnt the congress of vienna (1815) successful ?
The Congress of Vienna 1815-19 wasn’t the total failure you seem to suggest. Don’t forget that Europe had been engaged in more-or-less total war for 25 years and didn’t know how to live in peace any more. The Congress had quite limited intentions and most of those were achieved. First, a new set of civilian governments were put in place, typically based on that of the United Kingdom with a constitutional monarchy and some form of suffrage. This is what happened in France, Italian states, Belgium, Spain and so on. Germany did not exist at the time and the German-speaking states moved forward with an ancient systems of aristocracy, land ownership and family alliances based on marriage and inheritance. Unfortunately, all these governments failed within 50 years but for that period, Europe was developing its own approach to public administration, finance, arts, culture and science.
